We’ve built Carlton House to be your home.


As the builders and owners of Carlton House, we are very proud of what this residence means to so many people and their families. We built Carlton House to be your home. Our goal is that you are treated as we would wish to be treated – after all, we’re getting older too!

As owners, we participate in activities and special events at Carlton House on a regular basis. You will get to know us and we will get to know you. We do not have a head office in Toronto to report to and no one is telling us to cut corners. In fact, we just keep shooting for the moon so that you can live your best life and Carlton House remains the very best of what Victoria has to offer.

Don’t ever hesitate to communicate with us. We are here for you – as is our outstanding and passionate Executive Director Philippe Couveignes and his dedicated staff.

Judi Prewett

President & Owner

Judi often stops into Carlton House to meet with the rest of the team, say hello to residents, and play the piano in the foyer. Although Judi’s background is in nursing, she is also a very talented painter and regularly teaches art and painting classes to the residents.

Philippe Couveignes

Executive Director

Philippe brings over 30 years of hospitality experience both in France and Canada, including 11 years as Manager of Hospitality Services within Carlton House. This experience has provided Philippe with the knowledge and expertise to become the Executive Director. Philippe believes that life at Carlton House should strike “a perfect balance between living at home and enjoying a resort”, and he strives to ensure that all residents feel welcome and that their expectations are met.

Shelley de Hoog

Manager of Community Relations

Shelley has over 30 years of management experience in retirement residences and hotels in Victoria. Shelley was born in Alberta but raised in Victoria where she began her hospitality career at the Empress as a teenager while she was attending art school. She soon discovered her passion for hospitality and serving seniors and decided to continue on this career path. Her spare time is spent dabbling in the arts with multi-media painting and creating crafts. You must come to see what lovely displays Shelley has created at Carlton House!

Debby Macmurchie

Wellness Program Manager

Debby is a doer, ensuring a full calendar of events each month, purposefully built to support the overall wellbeing and enjoyment of the Carlton House residents. She brings 27 years of recreation experience working with the older adult, with her last 14 in a seniors’ centre environment. She also has a BA in Recreation Management and Diploma in Recreation Administration. Debby’s thoughtful nature and experienced perspective has translated into a well-rounded program that focuses on “the six dimensions of wellness.” That means a wide range of activities and services to support the physical, social, emotional, educational, vocational, and spiritual wellness needs of residents.

Jeff Chan

Executive Chef

A highly talented, creative, and award-winning chef, Jeff brings a wealth of experience, artistry, and professionalism to his role. With more than 25 years’ experience in a diverse array of culinary settings, Jeff has honed his skills developing creative fine dining menus and supervising well-respected kitchens. We are proud to have a chef with such talent and vision on our team.

Rena Ilhan

Dining Room Manager

Rena oversees the service in our dining room with thoughtfulness, creating a comfortable and welcoming environment for everyone who walks through the door. She cares deeply about the residents and wants everyone to feel right at home. Rena ensures the best possible fine-dining experience for each person by getting to know everyone and their unique needs. Born in Azerbaijan and coming from Turkey, Rena has almost 20 years of experience in dining services and events. She also has a Hospitality Management Diploma and can speak five different languages! If you haven’t met her yet, make sure you say hi to Rena the next time you’re in the dining room

Thierry Ferland

Building Services Manager

Thierry works hard to ensure that Carlton House sparkles! As the Building Services Manager, Thierry is responsible for keeping the building in tip top shape and overseeing the work of housekeeping services. He brings 27+ years of experience working in seniors’ residences, and is originally from Montreal. Thierry prides himself in his ability to provide exceptional services to our residents, and it shows. He always brings the same care and diligence in helping others as he would for his own family.

Jacqueline Prewett

Digital Marketing Manager

With a background in communications and photography, Jacqueline looks after Carlton House’s advertising and digital marketing. Having grown up here, she has a true passion for Oak Bay and a real enthusiasm for the vibrant community around us. Jacqueline is the daughter of Rod (now deceased) and Judi Prewett, two of the owners who built Carlton House in 2004, and she recalls the construction and early years of the building with great fondness. She is a friendly person who genuinely enjoys getting to know others, so if you see her be sure to say hello!

Kim Foster

Manager of Concierge Services

With a diverse background in hospitality, life coaching, and theatre, Kim is a dynamic individual. She prioritizes meaningful conversations and personalized support, using a hands-on approach to understand others’ needs. As a liaison between departments, Kim ensures seamless communication, constant improvement, and a shared dedication within her team to help residents maintain their independence. Thorough, thoughtful, and fun, Kim works hard to ensure that every resident feels supported and valued as part of our community.
